Clarence Roy Scotter was a British aero inventor. On patents he gave his address as 41 Raglan Street, Newland Avenue, Kingston-upon-Hull. At the time of his first patent in 1913 he gave his occupation as Clerk, and as of the second one in 1915, Manager.

His patents were coauthored with his brother Walter Charles Scotter, who gave the same pair of occupations at the same time.
